Served as a Fulbright scholar with the law faculty at the University of Zagreb in Croatia. While in Croatia, Samahon taught a seminar in spring 2017 on comparative approaches to public administrative law, with an emphasis on transparency.
In March 2022, Samahon taught a comparative constitutional law course at the University of Verona in Italy on a Fulbright Specialist Grant.

Judge Gary S. Glazer was affiliated with Paris鈥檚 Institut des Hautes 脡tudes sur la Justice, where he gave four lectures in the French language in Paris in October 2005. The participants were members of the judiciary, the legal community, and other interested individuals. He spoke on various topics, including how judges are elected on the state level.
He was able to gain insight into how the French attendees viewed the U.S legal system and processes. The experience also gave him a strong interest in foreign legal systems, which he has since avidly pursued. In August 2020, he was again selected for the same Fulbright program and plans to teach in Uganda.
